Efficiency and Effectiveness of Smartphone Application as a Patient Perioperative Data Reporting System
ABSTRACT
Background:
One aspect that is highly developed is the technology sector, along with advances in information and communication technology, making the conventional service system that has been applied in government agencies has shifted to an electronic-based service system. This is in line with Presidential Instruction No. 3 of 2003 concerning e-Government Development Policies and Strategies. Information technology has revolutionized every sector of society, including the health sector. E-Health was introduced in the healthcare industry to improve access and flow of information, as well as the efficiency and effectiveness of patient care.In 2017, the Universitas Sumatera Utara (USU) for the first time participated in the international ranking for Green Campuses, "UI Green Metric". This was marked by the signing of a joint commitment by the Vice Chancellor IV of USU with the leaders of universities in Indonesia. so that this application is expected to support USU's green campus program in order to support the creation of an environmentally friendly hospital system. This study aims to determine the efficiency and effectiveness of smartphone applications as a patient perioperative data reporting system.
Objective:
We hope that this application will be able to be used as a tool that is sufficient to help the medical community in daily dealing with patients during preoperative. And it is expected to minimize the use of waste in the form of paper so that the long-term goal will be to create an environmentally friendly system for hospitals, because it uses Paperless Documentation. On the patient side, this application is useful for the speed and accuracy of patient assistance which ultimately refers to patient safety.
Methods:
This research is a nominal categorical descriptive using a cross sectional design, namely a study by approach, observation or data collection at once (point time approach). This research was conducted by giving questionnaires to Anesthesiology residence using the Application at USU Hospital. This research was conducted at USU Hospital and the examination was carried out in an inpatient room. The study population was all Anesthesiology residence who worked at USU Hospital. The sample taken in this study is the Consecutive Sampling (entire population) that has met the inclusion and exclusion criteria. The number of samples in this study using the Total Sampling method, namely all Anesthesiology residence in USU Medical Faculty, total of 95 people.The user experience questionnaire contains six scales with a total of 26 items: 1) Attractiveness: General impression of the product. Do users like or dislike the product? This scale is a pure valence dimension. Items: annoying/pleasant, good/bad, disliked/pleasant, unpleasant/pleasant, attractive/unattractive, friendly/unfriendly. 2) Efficiency: Is it possible to use the product quickly and efficiently? Does the user interface look organized? Items: fast/slow, inefficient/efficient, impractical/practical, organized/messy. 3) Clarity: Is it easy to understand how to use the product? Is it easy to recognize the product? Question points: not understood/understood, easy to learn/difficult to learn, complicated/easy, clear/confusing. 4) Dependencies: Do users feel in control of the interaction? Are interactions with the product safe and predictable? Items: unpredictable/predictable, obstructive/supportive, safe/unsafe, met expectations/did not meet expectations. 5) Stimulation: Is it interesting and exciting to use the product? Do users feel motivated to use the product further? Items: valuable/inferior, boring/interesting, unattractive/interesting, motivating/demotivating. 6) Novelty: Is the product design innovative and creative? Does the product catch the user's attention? Items: creative / boring, inventive / conventional, ordinary / cutting edge, conservative / innovative. Conscientiousness, Efficiency and Dependability are aspects of goal-oriented pragmatic qualities.
Results:

This research was conducted after obtaining approval from the USU Medical Faculty Research Ethics Committee/ USU Hospital. The study population was all Anesthesiology residence who worked at USU Hospital. The sample taken in this study is the Consecutive Sampling (entire population) that has met the inclusion and exclusion criteria. The number of samples in this study using the Total Sampling method, namely all Anesthesiology residence USU MEDICAL FACULTY, totaling 99 people.
Conclusions:
From the evaluation results, it can be seen that the average total scale is at number 1 with the highest value on the efficiency scale of 2,184 and the lowest value on the novelty scale with a value of 1,598. Based on the benchmark diagram of the old design of the Smartphone application as a Patient Perioperative Data Reporting System, it can be said to be in the Good-to-Excellent category because each scale has a total average value above 1, so that further evaluation will be carried out using Cooperative Evaluation techniques to know what problems are faced according to the user's perception.
