Social network analysis of Korea's response to COVID-19 according to set time-frames: Focusing on the network between the government and responding agencies

ABSTRACT

Background:

A respiratory infection called COVID-19 was identified in Wuhan, China, in December 2019. Since then, interest in responding to infectious diseases has increased worldwide as COVID-19 has spread across China and around the world. The central government, local governments, and NGOs play a central role in the crisis management system.

Objective:

This study aims to identify the characteristics of government department network responses to infectious diseases by checking their influence on network structure.

Methods:

Using the social network analysis (SNA) method, the study examines the connectivity of departments in charge of COVID-19 infectious disease response, related infectious disease disaster response departments, and related domestic and foreign organizations.

Results:

Although the analysis was conducted only on infectious disease cases, it was found that there were many networks formed by related agencies other than those in charge.

Conclusions:

This indicated that varied agencies are working together and the appropriate response to a large disaster.
