The Current Status and Promotional Strategies for Cloud Migration of Hospital Information Systems in China: Strengths, Weaknesses, Opportunities and Threats (SWOT) Analysis

ABSTRACT

Background:

Since the beginning of the 21st century, several innovative business models have emerged within Chinese hospitals, surpassing the functional capabilities offered by conventional hospital information systems (HISs). These include online diagnosis and treatment, cross-border consultation, and real-time sharing of test results. Despite the potential opportunities that cloud computing technology brings to address these challenges, a comprehensive assessment of HISs migration to the Cloud in China is currently lacking. This knowledge gap hinders the adoption of new technologies and poses risks to safe operations in medical businesses online.

Objective:

The objective of this study is to comprehensively assess external and internal factors influencing the HISs migration to the Cloud in China. Subsequently, corresponding strategies for promotion will be proposed.

Methods:

The SWOT analysis is employed as a comprehensively assessment method in this study.

Results:

1. A comprehensive assessment is conducted on the strengths (S), weaknesses (W), opportunities (O), and threats (T) associated with the HISs migration to the Cloud in China. 2. Four distinct promotional strategies are proposed based on different situations faced by hospitals: encouraging wider adoption of cloud services among hospitals, enhancing overall capabilities for hospitals to migrate their HISs to the Cloud, establishing unified hybrid multi-cloud medical platform in each province or municipality, and improving legal foundations and technical support for this endeavor. 3. A SWOT analysis chart is developed to establish a correlation between the current state of hospitals and the corresponding promotional strategies implemented for HISs migration to the Cloud. 4. A construction topology of the unified provincial or municipal medical hybrid multi-cloud platform is meticulously designed to visually depicts the arrangement and interdependencies among its components.

Conclusions:

It is imperative for hospitals to migrate their HISs to the Cloud in order to comply with China's national "Cloud normal" policy and align with The New Times' requirements. This study can provide some comprehensive support for hospitals to gain a thorough understanding of their current situation and safely carry out their medical business using cloud computing technology. Furthermore, it can lay the foundation for Chinese health authorities to develop future cloud-based medical plans while offering valuable insights for other countries or regions facing similar challenges.
