A Free Hospital-Helipad-Air Rescue Station-Web Map Service (WMS) In (Cross-border) Airborne Rescue In Germany For Civil(-military) Emergency Services, Drones And First Responders
ABSTRACT
Background:
Air ambulance in cooperation with ground-based emergency services is the fastest and sometimes only way to save a patient´s life. Therefore, a free digital service for this cooperation is necessary but hasn´t been implemented in Germany and Europe until now.
Objective:
Making air ambulance data available to all emergency service units, independent from device or software, transport vessel, drone system and kind of first responder for holistic (inter-)national rescue cooperations in Germany and Europe at no charge for either civil or civil-military cases.
Methods:
TRIZ (TIPS), Design Structure Matrix (DSM) with linear optimisation, WMS development and design
Results:
Web map services (WMS) online at no charge
Conclusions:
Extending this approach to neighbouring countries in Europe in the sense of the Single European Sky (SES) Performance Framework with Functional Airspace Blocks
